
Countries take “baby steps” toward climate goals

Why it matters: This report is designed to influence the upcoming COP28 Climate Summit in Dubai, which begins Nov. 30. It finds countries’ climate plans heading into the meeting fall far short of what’s needed to meet the Paris targets.
By the numbers: The assessment from the UN climate change office finds that countries are only making “baby steps” in reducing emissions in line with meeting the Paris Agreement’s most ambitious target of limiting warming to 1.5°C above preindustrial levels.
- The N. Intergovernmental Panel on Climate Changehas shown that greenhouse gas emissions need to be reduced by 43% by 2030, relative to 2019 levels.
- Yet based on countries’ stated intentions in their National Determined Contributions, or NDCs, and assuming each is fulfilled, emissions would only be cut by just 2% compared to 2019 levels by 2030.
Yes, but: There is some good news on the climate action front, however. The analysis finds that global emissions will peak this decade.
